Easing Rules To End Contracts - Whats Up: Rep. Zoe Lofgren, D - Calif. wants to expand the rights of service members to get out of service contracts. A bill she recently introduced would allow any telecommunications contract - phone, cable or internet service to be canceled without penalty if a service member has to make a permanent change - of - station move or deploy.
